After the CPC Central Committee and the State Council announced the strategic plan of establishing Hebei Xiong'an New Area, ICBC immediately organized studies and sent a specialized team to the New Area to investigate actual needs. Based on the survey, the CPC Committee of ICBC held a special meeting to discuss and prepare detailed measures to support the construction of Xiong'an New Area.

The CPC Committee of ICBC pointed out that supporting the construction of Xiong'an New Area is currently an important political task and an important manifestation of the Bank's fulfillment of its duties. All employees of the Bank should be aligned with the decisions of CPC Central Committee and State Council to lead as a major bank in the financial support for construction of the New Area with political responsibility and mission.

ICBC initially put forward the following key measures to support the construction of Xiong'an New Area. First is to strengthen organization and leadership. At the Head Office level, a leadership team led by the Chairman will be appointed to serve the construction of Xiong'an New Area, which is responsible for carrying out research and coordination over major issues and strengthening the top-level design and overall planning.

Second is to establish a specialized institution. Xiong'an New Area Branch will be soon established,with special support in resource allocation and business authorization to strengthen market response.

Third is to innovate and improve financial services. Efforts should be made to learn and meet the construction needs of the New Area,and accelerate the innovation of mechanism and products by leveraging ICBC’s comprehensive advantage as a major bank. While strengthening financing, the Bank should endeavor to provide diversified financial services such as investment banking, bond issuance, asset management, financial leasing, industry funds, PPP and investment-loan interaction. Business process should be simplified with “green channel” opened to improve the quality and efficiency of financial services and meet the construction needs of the New Area.
