ICBC Officially Unveils Core Concept of Compliance Culture

On October 14, 2016, ICBC held a press conference releasing its compliance culture, featuring shared responsibility, manageable risk, prudence and efficiency. It is another important achievement of culture building under the Group's culture framework following the previously released anti-corruption culture. It is aimed at strengthening its compliance culture, providing guidance to further establish the scientific outlook on development, risk and performance, and laying cultural foundation for customer service and healthy development. After the release of the compliance culture, ICBC will continue to transform the notion of compliance culture into action among employees and realize integration of corporate culture building and business management.

An official with ICBC said that the Bank's compliance culture is the norm that all ICBC employees have to follow and a solemn commitment to regulators, investors and the public. Specifically, firstly the compliance-oriented concept is the precondition for sustainable development. The Bank advocates active compliance and adheres to high standards in meeting regulatory requirements and internal regulations . Secondly, shared responsibility is the foundation for sustainable development. The Bank calls for top-down compliance to reinforce consciousness of responsibility of all employees, and form a good atmosphere of focus on risk and compliance. Thirdly, manageable risk is the guarantee for sustainable development. The Bank believes the bottom line thinking, improves the risk management system, and strengthens the execution of rules and regulations. Fourthly, prudence and efficiency is the path of the sustainable development. ICBC believes Compliance Creates Value, adheres to the method of unifying the quality control and long-term development, and plays out the role of scientific compliance management system in preventing and controlling risks, enhancing competitiveness, and guiding sustainable development.

ICBC has taken the compliance as the base for its development since its foundation. Its prudent and compliant culture has solidified into heritages, whether as a state-owned professional bank adhering to prudent compliance of the “iron-like accounting book, iron-like abacus and iron-like regulation” spirit initiated by the People's Bank of China, or as a state-owned commercial bank advocating responsibility and its “Six Spirit”, or as a joint-stock commercial bank following corporate norms of compliance and management and sticking to the overall requirements of discipline and management under the new situation. After bank-wide survey of the compliance culture and soliciting of opinions, ICBC finally formed  its compliance culture, featuring shared responsibility, manageable risk, prudence and efficiency.
