1. Favorable conditions provided by the State or local government, support the growth of industry cluster by taking advantage of the industry policy and planning;
2. Well-developed, considerable scale, most of the SMEs in the cluster run stable business;
3. Intermediary organizations in the cluster, play pivotal role in facilitating communication, services and self-discipline;
4. Strong competitive edge;
5. No such issues as high energy-consumption, high pollution, not susceptible to pollution emission, trade friction.
